3a Electoral Reform

Problem Statement:

Currently there is not upper and lower limits for constituency electorate size. This has resulted unequal electorate size and discriminate Malaysians based on geography. This has manipulated the outcomes of our given First Past the Post system

Value(s) and Belief(s):

Equality

Proposal of Solution:

Reinstatement of Merdeka era limits of +/-15% deviation from electoral average for Peninsular Malaysia for constituency electorate size and +/-25% deviation from electoral average for Sabah and Sarawak. Parliament should no longer has the power to apportion seats among states and this responsibility should be transferred to Boundaries Commission. For each unit of review, constituencies shall be allocated to the States in such manner that the electoral quota of each State is as nearly equal to the electoral quota of the unit of review, as it can be without causing undue disparity between the electoral quota of that State and the electoral quota of the unit of review. By 2030, the acceptable deviation for Peninsular Malaysia constituency electorate size should be lowered to +/-5% and for Sabah and Sarawak, lowered to +/-15%
